check. make certain that they pay any fines that we establish. pay their taxes, which is a critical part of this whole comprehensive approach. give them a chance to earn their way into citizenship, learning english and the basics about america's history. and basically, four, making sure that the amount of illegal immigrants that are -- the amount of legal immigration allowed in the united states is based on the state of our economy. we are going to enshrine in here the principle that when it comes to job openings, americans get the first grab at it. americans get first opportunity. and that's the way it should be. we're going to make certain beyond that that there are opportunities for others. and there are a variety of different ways we approach it. let me close by just addressing one issue near and dear that i was -- happy to have both chuck and john refer to. it has been 12 years, 12 years since i introduced the dream act. i never gave up because when you meet these young people, you can't give up. but there were some disappointing times and some sad times. and a lot of tears shed whe

to make certain that there are no problems in terms of their background, to pay a fine to pay their taxes, and then they would be here in a probationary status where they could not be deported. they could work. and we watched them as a number of other things evolve and progress under the bill. border security leading to green cards, leading to citizenship. >> woodruff: we hear some advocacy organizations saying, wait a minute. even that level of requirement is going to be a disincentive. they're not going to want to sign up if they have to pay a fine and so forth. >> well, i'll tell you. that's going to be part of it. we believe that these people who have lived here for so many years in fear and have tried to make a best of their lives and the lives of their families are prepared to earn their way into legal status and to citizenship. and the argument that they would not pay a fine and such i really think that will not be a major obstacle. we went through this with the deferred deportation under the dream act. almost 400,000 people came forward. they paid the amount that was necessary. >>

not think we can continue to tax the american economy. it is about prioritizing spending. i am a fiscal conservative it. we have to get our spending under control. will you utilize your position to encourage the president to work with us and good faith to solve the debt and deficit issue? >> i spent six months or five months as a member of the super committee. i put an enormous amount of energy and help that we would be able to get the big bargain, granted deal. i am not here to go through all the details what we did not. there was a very hard line, not negotiating position that prevented us from being able to come to an agreement which, incidentally, she we just came to. we can do it with far less on the table and far less accomplished that we would have if we can to the agreement six months ago or one year ago. my hope is, yes, i will weigh in on that to a degree that it has an impact on my ability to do my job and the ability of the state department to do its job. we cannot reduce the funding for some of these initiatives that we are engaged in without great cost to our ability to be
